Do I need to treat the surface of the area where I will install the fixture?

Yes. The adhesive compound requires a perfectly clean surface to bond & cure in order to maintain all its properties. You can sand off a thin layer but be careful to avoid damaging the gelcoat or the waterproofing of the vessel.
